Salary range: $50,000 to 95,000 depending upon experience level

Job Description:

The subcontract administrator is responsible for Pre-Award Proposal Administration including Pre-award Negotiation of Non-Disclosure Agreements and Pre-award Negotiation of Teaming Agreements. Participate and Attend Teaming and Proposal Meetings. Review Prime Solicitation Package and Draft Subcontract Solicitation package to support Prime Proposal Conduct cost and price analysis evaluation of subcontractor proposals. Write Subcontract cost and price analysis narrative for Prime Contract proposal. Write Subcontract plans. Mentor and assist Specialist staff members with pre-award administration responsibilities.

The subcontract administrator is also responsible for Post Award Subcontract Administration to include, Review Prime Contract and Draft Subcontract Terms and Conditions. Conduct Subcontract Negotiations. On-going file administration and write-up for CPSR compliance. On-going Subcontract Mod Issuance Post Award ECPs (Proposals) to subcontracts. Understanding and use of company financial systems for monitoring subcontracts. Attend Program Reviews for Subcontract Team Mates. Mentor and assist Specialist staff members with post-award administration responsibilities. Responsible for the overall solicitation, negotiation, award and administration of subcontracts for services and products in support of company prime contracts. Drafting solicitation packages and subcontracts, price/cost analysis, negotiating terms and conditions, monitor and administer performance and subcontract closeout

Qualifications:

  • 6 years experience with Bachelor's degree 4 years with Master's or equivalent experience.

  • Candidate must have experience in Pre-Award Proposal Administration including Pre-award Negotiation of Non-Disclosure Agreements and Pre-award Negotiation of Teaming Agreements.

  • Candidate must also have experience in Post Award Subcontract Administration to include, Review Prime Contract and Draft Subcontract Terms and Conditions.

  • Experience in negotiating and monitoring Federal Government subcontracts.

  • Knowledge of the Federal Acquisition Regulations and Federal Acquisition policies and procedures.

  • Excellent oral and written communication skills.
